Permanent Residence

Over 290,000 foreign nationals were admitted as permanent residents in Canada in 2016. Of those admitted, 53% were economic immigrants along with their spouse/partner and dependants. There are a variety of programs available to applicants who seek permanent residence in Canada. Included are the Federal Government ones which are available through the Express Entry.

EXPRESS ENTRY.

Launched in January 2015, the Express Entry (EE) is Canada’s application management system which include the three permanent residence immigration programs:
  • Federal Skilled Workers Program
  • Federal Skilled Trades Program
  • Canadian Experience Class
  • And a portion of the Provincial Nominee Program
A Pre-Assessment is required to determine if an applicant is eligible to apply for one of the Express Entry programs. If they qualify, they are invited by Immigration Refugee Citizen Canada (IRCC), to enter their profile on-line into the Express Entry Pool.  Once in the pool, they will be competing with other accepted applicants. The pool uses a point-based method called the Comprehensive Ranking System. (CRS). Points are given according to the applicant’s specific immigration profile. The highest-ranking candidates, during regular rounds of invitations, receive an Invitation to Apply (ITA) for Permanent Residence (PR).
Once an ITA is received, the applicant must submit his application for Permanent Residence within 90 days. An ITA does not guarantee Permanent Residence approval.  The Express Entry profile is valid for 12 months. Then it must be updated within 60 days or a new Express Entry account needs to be created. Note: Dual intent is allowed for Temporary Foreign Workers who wish to apply for Permanent Residence through the Express Entry.   The Comprehensive Ranking System assigns points according to information submitted by the applicants with respect to:
  • Worker’s skills
  • Worker’s education
  • Language ability – English/French
  • Work experience
  • And other factors
  Points are also available for:
  • Canadian degrees, diplomas or certificates
  • A valid job offer.
  • A nomination from a province or territory
  • Canadian skilled work experience
  • Having relatives living in Canada

Provincial Nominee Program (PNP)

Most provinces and territories in Canada can nominate immigrants through the Provincial Nominee Program. These immigrants must have the skills, education and work experience to contribute to the economy and must want to live there. Immigration Refugees and Citizenship Canada has a bilateral agreement with all provinces and territories except Quebec and Nunavut. This allows the province to nominate individuals for permanent residence (PR) who will meet specific local labour market needs.

Among the Streams for Permanent Residence are:

  • Skilled workers
  • Semi-skilled workers
  • Business/investors
  • International Student graduates
  • Family/community connections
Temporary Foreign Workers currently in Canada can also be nominated for permanent residence. Nomination requirements include: specific occupations, education, work experience, official language proficiency and age. Immigration Refugees and Citizenship Canada makes the final selection decision and may refuse the application on economic, medical, criminality and security grounds.
